| Step 1: Applicant visits Program Website |
The Program design assumes that, in most cases, persons interested in participating in the Program will begin with the program website (www.azhousing.gov). Outreach materials (brochures, advertising etc.) direct the reader to go to the website for more information or to apply for the Program. | |
| At the website, the Applicant will learn about the available program assistance and determine whether they may be eligible. Applicants who appear to qualify for the Program are then directed to complete the application. | ||
| Step 2: Applicant Completes Application |
Applicants are directed to answer a series of questions and provide relevant information in order to complete the online application. Upon successful completion of the application the applicant will be directed to print and sign the application and gather the supporting documentation. Expected turn time: 2 days | |
| Step 3: Applicant Submits Application |
The applicant will fax the signed application and supporting documentation to the program submission fax number at ADOH provided on the submission sheet. A confirmation of submission and instructions on when to expect to hear from a specific counseling agency and what to do if they don't will be provided. Expected turn time: 1 days | |
| Step 4: Foreclosing Counselor |
The foreclosure counselor receives notification from ADOH of the submitted application via email. Counselor logs into the program system to review the application for completeness and viability. Expected turn time: 5 days. | |
| Step 5: Foreclosure Counselor Contacts the Applicant |
The foreclosure counselor will meet with the applicant to discuss the application information and the possible recommendation for assistance (this will include a review of a tri-merge credit report on all borrowers). Upon a consensus between the applicant and the foreclosure counselor a request for assistance will be submitted to ADOH. Expected turn time: 1 day. | |
| Step 6: ADOH Request Approval Process |
ADOH will review the request for program assistance, obtain an AVM and determine if an assistance commitment will be issued. For all acceptable requests a 45 day assistance commitment will be issued to the foreclosure counselor on behalf of the applicant. Expected turn time: 2 days. | |
| Step 7: ADOH Issuance of Approval |
An assistance commitment along with the AVM will be forwarded to the foreclosure counselor to be included with the modification request to be sent to the lender. Expected turn time: 2 days. | |
| Step 8: Foreclosure Counselor Submits Modification |
The ADOH will submit the assistance commitment, modification request and all supporting documents to the lender for approval (this will be accomplished via Fed Ex unless the lender provides some other specific method of delivery.) Expected turn time: 2 days. | |
| Step 9: Foreclosure Counselor followsup |
The foreclosure counselor and the applicant should follow up with the lender after 10 days (provided the lender has not previously contact them or request a different waiting period.) | |
| Step 10: Lender Evaluates Modification |
The lender will review the modification request and all supporting documentation. Provided the lender agrees with the request they will issue a modification (which will contain any and all conditions). The lender will forward the approved modification documentation to the foreclosure counselor. Expected turn time: 20 days - (total turn including step 9 is 30 days). | |
| Step 11: Foreclosure Counselor Reviews Modification |
The foreclosure counselor will review the modification to determine no unacceptable changes have been made. The foreclosure counselor will contact the applicant to confirm the terms of the modification are still acceptable and they are prepared to sign. Expected turn time: 2 days. | |
| Step 12: Foreclosure Counselor Requests Assistance Documents |
The foreclosure counselor will send a request for assistance documents. This request should include supporting documents, acceptable modification checklist, and proof of ADOH second on Home Owner's Insurance. Expected turn time: 1 day. | |
| Step 13: Title Company |
ADOH contacts title company to open escrow for the foreclosure prevention assistance loan and orders Title Prelim. Title company opens escrow and issues a title commitment on the subject property ensuring ADOH a valid second lien position. ADOH will review prelim and verify there are no other liens on title. Title will forward the title commitment and fee sheet to ADOH. Expected turn time: 3 days. | |
| Step 14: ADOH | ADOH will prepare the loan documents to provide the assistance loan and will forward the loan funds and documents to title. Expected turn time: 2 days. | |
| Step 15: Foreclosure Counselor Schedules Signing |
The foreclosure counselor will contact title and the applicant to schedule the signing. Expected turn time: 1 day. | |
| Step 16: Applicant Signs Documents |
The applicant will go to the title company to execute the program assistance loan documents and the lenders modification document. Expected turn time: 3 days. | |
| Step 17: Foreclosure Counselor |
The foreclosure counselor will review and retain a signed copy of the ADOH loan documents and the signed modification as agreement as well as notify ADOH to fund the assistance. Expected turn time: 1 day. | |
| Step 17: Funding Authority |
ADOH will provide authorization to the title company with consent to disburse the funds according to ADOH's instructions. Expected turn time: 1 day. | |
| Step 18: Title Company Disburses Funds |
The title company will forward the loan modification and the program assistance funds to the lender according to ADOH's instructions. Expected turn time: 1 day. | |
| Step 19: Foreclosure Counselor Forwards Package |
Foreclosure counselor submits the signed RFP and supporting program documents to ADOH for payment. | |
| After the above steps have been completed, ADOH will be responsible for servicing the loans, reporting use of Program funds to Treasury and maintaining permanent files to meet any audit requirements of the federal or state government. | ||
